Are you using the latest version of the software? (build date 10/30/2014)
If yes, then can you please share your project because I am unable to reproduce this with the latest build.

It is not resizable in WB10
Then there is an (hidden?) object that prevents it from getting smaller.

Maybe you did not enable CSS3 gradients? in the HTML settings.

The Panel layer will use the full height of the page when it has a solid background color.

The length is not really important. Responsive web design is more about width than length.
As long as you do not have too much length so that the user has to scroll for ages to get to the bottom.
