Can I add HTML attributes that are not implemented?

Yes, if you want to add attributes to a HTML object for example the Image object, select the object and choose edit HTML.
Then to add an attribute click Inside Tag and type your code. Your custom code is displayed in blue.

Please make sure you have the latest Run-Time Components for Visual C++ Applications. (MFC42.DLL, MSVCP60.DLL ...)
You can download these files from the Microsoft site (search for Q259403)

Normally Web Builder will run on any healthy Windows installation. If you have problems it's probably because some other software has overwritten important system files.
