Maybe you have used a full width layer? In that case it will be at the top of the z-order by default. But you can change this by selecting header/footer mode. See also the help. An "Embedded page" object can be used to reuse objects from another page. So, if you place the blog on a separate page then you can reuse it in multiple pages.
This may not work in a master frames, but you can try.

No, that will not be possible. The embedded page was not designed for this purpose, that is why master pages and master frames exist.

I'm sorry hat will not work. The size of the embed page is fixed, not flexible.When I setup the "Embedded page" container, I made the container the same width as the other layers on the page (1024)
If you need a master footer then please use master pages or master frames instead.

If there are two index.css files then you have most likely named your project 'index', so there is naming conflict with the page (which is also called 'index').
