If I have a master page with a header and a footer, then when I publish the site, any pages which have no content in themselves will display the header, but not display the footer. It does display in the WYSIWYG builder itself.
As soon as I put some content in (even some small text), then the footer appears.
Is this a bug or intended behaviour?

This is intended behavior. The footer will be inserted after the last floating item. If there are no items on the page then there will be no 'insert point'.
