Show uploaded image in placeholder

Hi, i wonder if any one know how to do this:

1. I have a site whit login
2. I have a mail form with image upload filed, and it also saves data and image to DB.

3. Now lets say a loged in user fills the form and includes a image of him self and submits the form. Now this data is in the DB
4. Now if that same user logsin the next time his image should appear in a place holder (or somthing).

5. I also what it si if i as admin logs in i will be redirected to a page that will show all the registered users inc, there uploaded image (But if i can get step 1-4 to work i think i will get this to work to.)
