Is there anyway in WWB to have something like the attached image?

Without clicking on a View Cart button.

From the picture it's not clear what functionality you are looking for.
But as you know you can insert external code with the HTML object. So if you have the code for the cart then you can also use it in WWB.

Currently in PayPal view cart button, what it does is takes to the PayPal site where your cart is. This seems to get the cart status from the cart page and return its values.

The website keeps track of the content of the shopping cart locally instead of using PayPal cart functionality.
You can also do this with the PHP webshop.
