This probably means that you have created custom animations, so animations.dat file exists in the Documents\WYSIWYG Web Builder\system folder. In that case your personal animations will be used instead of the default animations.
Removing or renaming this file will make all included animations visible.

This brings up another question. If I delete the animations.dat file in the location that was specified, do I lose all of my custom animations?

Does this mean that I can never get new animations because it would mean losing the custom ones that I've created?

I use WYSIWYG on a laptop as well and find that when I open a file created on my desktop, the CSS animations that I created for this file didn't come with the file. I see the name of the custom animation on the CSS tab of the object but it is not there in the list of animations so nothing happens. If I create new animations while working on a file on the laptop, can I get those on the desktop?

Yes

You can manually merge the two files. It is easy if you have some basic XML knowledge.

I am working on feature that can merge the files automatically for a future version.
