I've added a layer that is 1200 px wide, and added a parallex effect to the image. The image is 1200 px wide as well. when previewed the the image is constrained to the 1200 width like I want, but its magnified so you can't see the left or right side.
I'm trying to have the parallex work within the 1200 px not have to relative horizontal sizing - the in your face of full width drives me nuts.

When you use Parallax effect in the background of layer, it is going to resize the image to 'cover' the entire background. This way as you scroll you will part of the image in the layer from top to bottom. If it was exactly the same size as the layer, then there is no way for the image to parallax. If your image is smaller than the browser it will scale it bigger which is why you are only seeing a portion.
