Layer will not stay back

Layer will not stay back
Layer will not stay back of other objects. I move layer to back and it'll work for awhile but as I work on the page eventually the layer will not move back it stays in front of the other objects . need some help with this ... Thanks

Maybe you have used a full width layer?
In that case it will be at the top of the z-order by default.
But you can change this by selecting header/footer mode. See also the help.
To be able to help you I need the project file so I can see also your settings.

Thank you---that was the problem---when I switch to header footer it work the way I wanted
