Screen load jumps

1) On loading this screen, once the Modal dialog loads, the screen jumps
2) If you click on "Accpet" - it jumps again and the dialog closes
3) If however you click "Decline" - the dialog closes, but the screen doesn't jump...

Any idea, why? How to fix it?

I do not see any 'jumps' on my computer.
But maybe it's related to the animation? Some animations may push the dialog outside the viewport (causing a scrollbar).
