Oddball Question on Announcement

Hello, not sure what to call the project I'm trying to complete. We have a website for our club that was built over the years with the many different versions of this program. We have two pieces of property that we use. When it rains, we close those properties to use. I'm trying to figure out a way to have an announcement box on our webpage so the land managers can open and close these properties via an announcement without me having to go into the website and manual post this message. Can someone share an idea with me on how we can accomplish this easily for folks who are not part of the programming or running of our website? We were using the RainedOut App on our phones that sends out a text message that the land is closed but they have now raised their fees a great deal for this service. We are researching other options to accomplish this with our website.

Hi, think I would use the inbuilt CMS tools for the login/logins and a protected cms/php page. which you can apply to the desired page with the "Embedded page" tool.
Or use a 3rd part php script from any provider "out there"
