Center RWD site in browser

It may be contradicting to the idea of RWD, but I have seen some like this one that seems to be doing exactly that
http://www.gurl.com/ - when reducing the Browser width, it is responsive - but in full width - it has the site in the center of the page with a background image showing on both sides.

I am trying to do it here : http://www.innershineforgirls.com.au/homepage.html

But how? I have a Master page and individual pages plugged into it, I tried setting the full width to false, but no go

You can use the max-width property of the Layout grid to set the maximum width. The content will then be centered.

I have two layout grids on the page, set both to 900 max width
Set the Center in browser to true
Set the master page - same width and true
Set the header to fixed

But, no good

What am I missing?

I managed partially - please look again at : http://www.innershineforgirls.com.au/Pastevents.html
The only outstanding here is the header and footer, whatever I tried those stay full screen - why?

If you use Layout grid then 'center in browser' should be off.

Headers and footer are always full width.

OK, is there something else I can use instead of a header and footer?
If I insert another layout grid on the top, I can't make it stay fixed if the page is scrolled down

Or any other ide?
