How to disable the automatic positioning of the elements?

Hello,

Is it possible to leave any element (headers, footers, layout grids, etc) fixed in certain sites of a page without automatically adjusting one over another?

These elements use floating layout otherwise they cannot be flexible. If they used a absolute (fixed) positions that would defeat the purpose of these elements.
