Layout grid padding query

Hello
I need to know if layout grid has 2 sections then turned to mobile site then it its layout is up and down. 1st secrion u p2 nd down
When padding bottom is set then it effects only bottom section of the grid not upper section of the grid.
Is this a correct behaviour

You can set the padding for each column separately.

The padding of the grid itself only affects the top/bottom because horizontal padding is also use for the gutter.

So the section will not be affected in mobile view ,
Only top and bottom not respected to the sections correct

This is true for all views, not only 'mobile' view.
