Grouping/resize layers

I am trying to group and then resize overlaping layers. What is the best way to do it?

You cannot 'group' layers. A layer is an object container.

Let me explain what I want to do:
I have 2-3 layers each containing 3-4 objects. I want to move these layers and their content, one over the other.
How can I do this?

You can move layers on top of each other, but it's not recommended. Because it ill make managing object more difficult. For example, you cannot move object that are behind another layer via the mouse.
