(Using master frame pages with all layout grids except for content place holder between the header and footer areas.)
1.) Which menus go to a hamburger menu at the set "menu breakpoint"?
2.) If using a non-hamburger menu the master frame page should have the same break point setting as the menu?
3.) When using a hamburger type menu the master frame page does not need a break point set.

But there are many responsive menu extensions:

The menus do not necessarily need the same breakpoint. Whatever works best your your layout.
