Is there a way to have a frame for a picture, put a picture that is larger than the frame in that frame and move it around so that it shows the part of the picture I want it to see?
I'm not sure if I've expressed it correctly, but I hope you get what I mean.

Probably not what you mean but...
Have you looked at the cropping tool?
That starts with an area within the image which you can resize and move around.
Then hit crop again and it crops the image to the size and position of the area.

What you are refering is some sort of zoom feature I think. Well if you had asked for how to crop and image, you would have got a quick answer. Your description sound like a zoom feature within a container.
