Hello!
My site is made with 2 breakpoints - standard and 320px.
On the mobile version, you can scale the page to this view - http://joxi.ru/Y2LJkK5iElqJ8r. How to set up in the program so that the maximum scale for distance is 320px - http://joxi.ru/brRWYQZcOW6o0m?

As far as I remember, everything worked correctly before. So it was impossible to move the page away on mobile

If you use fixed/absolute layout then elements. will not be scaled automatically. You will need to adjust the layout for every breakpoints manually, because there is no structure in the layout.
If you use flexible layouts (layout grids or flex-box) then the elements will be scaled automatically.

I cannot see what you have done based on the screenshots.
