Just came accross this:
Create/Mange SQL Database by visiting a link on your server.
No need to visit your cpanel and mess up with things:
Visit:
http://www.adminer.org
and download the Adminer and Adminer editor.
Rename and upload them to your root folder.
Now visit :
www.yoursite.com/editor.php to edit/manage databases
www.yoursite.com/adminer.php to create/manage Databases
