The problem is that if you activate the parameter, the layout floats. Moreover, it floats when publishing, and everything is fine in the preview.
I've been seeing this problem for many years, but it used to be a little easier. If you make a project with the parameter enabled, then everything was fine. And now, even if you start the project from scratch and turn on the parameter, the layout is all moving out.
There is only one way out - in any case, the disable option.

On this page there are screenshots from the program and from the browser. There are also links that lead to the pages where the error is reproduced. And on those pages there are links to project archives, so as not to be unfounded.

There is no difference between the HTML for publishing and preview.
In both cases, the exact same files will be generated.
Also, this functionality has not bee changed recently.

However, there is a mistake in your filenames. Thais may causes issue on the server.

When using the master-page and without using the master-frame, everything works as it should, but if you use the master-frame, the layout immediately breaks if you enable the "Creating external CSS style sheets for special page styles" parameter. Previously, this was not the case, although under certain conditions problems arose.
I am now opening all old projects in the new version and everywhere this checkbox must be turned off, otherwise the layout will break.

Based on your example, I made a project, but instead of a master page, I used a master frame and the layout broke.

And now the most interesting. When the "Creating external CSS style sheets for special page styles" option is enabled, the program generates an index.css file during preview, which differs from the same file, but when uploading the project to a hosting or to a folder. Here are the two files.

I decided to take a completely ready-made example and not make changes to it. In addition to changing the parameter "Creating external CSS style sheets for special page styles"

I still continued to study the problem and remembered an important detail. When I install the program, I make a number of changes in the settings so that there is order in the domain folder. And I create a separate folder for different file types (js and css)

if you turn off the option "Creating external CSS style sheets for special page styles", then this option works without problems.
Is it possible to make such a proposal that it would be possible to allocate a separate folder for style files, but at the same time the option "Creating external CSS style sheets for special page styles" worked?
I don't want the domain folder to be a mess.

P.S.
It seems to me that this is logical when the hosting is in order and everything is in order. Perhaps, within the framework of this program, this wish is inappropriate, and if so, could you tell me why this is not possible? Thank you.

The project works fine.
I think there is a problem with the server configuration.
For some reason it cannot find the style sheet.

NO, everything is in order with the server, and the project works fine, if you do not simultaneously select a separate folder for css files and do not enable the parameter Creating external CSS style sheets for special page styles
tested on different hostings and more than once
I personally corrected this problem about 50 times to different people

If you still have a problem then please share the project you are having a problem with.

Once again, I'd like to note that there is no difference between publish and preview.
So, if it does not work on the server then that's where you need to look for the problem.
