making folders on the site manager

how do you do this, I have the folder option on top of the site manager but it is not active, just gives a text bubble when I hover over it

Did you try selecting it...for example click on it?.

It is because you cannot click on subpages and insert a folder to create a folder you must click on the projects name and then you will see the folder icon become visible from disabled or transparent.
