Moving responsive menu to the front

I am trying to move the responsive menu to the front of the page at 320 and 500 px. However, I cannot remember how I did it last time. Selecting 'move to front' clearly does not work. Any ideas?

It looks like the menu is part of the header, s you will need to see the header to 'in front of content'
