Although AVIF is based on AV1 I don't think any special codec is required to view by the user/client but in a webpage it is primarily down to browser support. You can open them with likes of Adobe IIlustrator GIMP and Paint.net. If you have the native Windows photo app installed on Windows 10/11, then you can open AVIF images on PC if AV1 Video Extension is pre-installed.

Your client needs a browser that support AVIF.
Most new browsers have the codec built-in.

Most new browsers support this format without needing to install codec. Although this format is better than other formats; But note that Google images and google photos does not support this format yet.
